• Developer temp is too high due to a stuck developer termostat.
• Incoming water is too hot driving up the developer temp.
• Dryer temp is too high driving up the developer temp.
• Developer has been improperly mixed (not enough water).
• Starter was not added to the developer in the processor after it was changed.
• Wrong brand of starter was added to the developer.
• Safelight is incompatible with the film, fogging it.
• Replenishment rate is too high.
